I also own a CPA  rimfire. From my experience they are using a match reamer that is suppose to engrave the bullet when fully chambered. Chamber a round and then extract it. Use a magnifying glass and look for engraving marks on the top band.

In all my custom rimfire rifles including a Martini MKIII and a few bolt guns they all will need finger pressure to push the round in. If you finger gets sore I use a oak dowel rod .

The S&W "Perfected" single shot pistol has a match chamber. They were used in the 1936 Olympics. Any ammo I have tried needs to be seated with your thumb. I made a simple pusher to save my thumb. Not all have the match chamber but you know it as soon as you push a round in the chamber. BTW my CPA requires the breach block to cam the cartridge in also. I think you are all set. Enjoy knowing you got the best set up.

In a couple of respects the earlier Stevens 44 is better than the 44-!/2 about chambering and extracting .22 ammo from a tight chamber.  One is the much greater distance the breech block can push a cartridge, and the other is that the 6 o'clock extractor is actually cammed back by the breechblock by a few thou as it first opens.  Primary extraction, like the Mauser-pattern military bolt guns.  Only single shot I know that has the feature.  Sadly when they added the spring-loaded .22 ejector the camming action was not retained.

Assuming this barrel may have at least a semi match chamber, it may very well have an easily reconciled issue .
Quite possible it was owned by somebody not good at cleaning, not just the barrel but importantly the throat, which may very well have accumulated a hard, obstructive, carbon/lead ring making final chambering tough.
Get some C4 carbon killer and let it soak in the throat....just the throat for 15-20 minutes and the patch it out, even money things get easier.
