The test is interesting. Especially shooting those groups with those rifles. 
The 10-22 is a rifle made for the masses. Large chamber, lots of headspace, barrel droop, @&^) trigger, and bedded like a teeter totter. 
Put a good barrel on it (floated), drop in an adjustable sear, pin the firing pin, lock down the rear of the action, and you have a good start.
The velocity tests are suspect. This is the only one I have seen that does not show a "sweet spot" that will reflect a gain in velocity. Usually around 20" to 22". After 22", friction will take its toll.
Paco Kelley of lever gun fame sells an interesting innovation that "rearranges" a 22 bullet for exceptional accuracy/groups.

I have one of the Paco devices.  He made it with 2 extra large sizes for me when I was messing about with an original Krag Gallery Practice Rifle.  I also have a Waltz die set.  If you combine the two, you have a very interesting tool for messing about with .22 rimfire ammo.  

Like everything else about rimfires, changing bullet diameters may or may not work depending on the individual rifle.  I've never messed about very much with altered bullets in a single shot.  But in my 513T Remington, they were miserable failures.  In my M2 Springfield, most of the combinations I tried out-shot the factory control ammo.

The Krag GPR had, IIRC, a .2261" groove diameter, was chambered for .22 Extra Long.  The ammo resized with both the Paco tool and the Waltz die shot better than the factory stuff, but nothing shot as well as CCI Stingers.  Doesn't say much for my experiment.

Going back 6 years or so I made a .22 swaging tool like the Waltz tool.  It sure did help, along with weight-sorting, to cut groups from a stock 10-22 in half, but only for cheap commodity ammo like Thunderbolt and Auto Match.  Did nothing but ruin good target ammo.  Also did little good for any ammo used in my good Ballard, which has a tight chamber.

Ya he's using junk ammo in lower end tricked out guns.my Ballard's,Martins,Stevens 44-1/2,Win 52s,and 40x rifles just like quality eley or lapua ammo.no "secrets"
Sorting helps sometimes but reading wind trumps all imho

I didn't understand why a different crimp would cause more or less bullet jump into the bore.  I have to watch the whole video yet.

I'm just getting back to this post.
The above is a very good point! 
No one knows what this young mans future is, but he may well be on his way to a long and in-depth relationship with accurate rifles. 
After all, it is a journey.
