The ladies tip up definitely used a smaller frame than the standard rifle, I’ve only held one in my hands many years ago at a gun show.
They probably have the same size frame as a hunters pet but I am not positive. The ladies tip up #11 had plain sights, the #12 was the same rifle with a fancy stock, the # 13 had better sights with a tang sight, and the #14 was the same rifle as #13 with a fancy stock. All of them came with a forend, and a rifle buttplate, not counting special orders. All according to my catalog re-prints.

So it did have a trigger guard.  But if there's only one hole for it, that's another indicator that at least a lower tang is missing.  So I'm back to my original surmise: a smaller, lighter-weight tip-up rifle using the same frame forging/casting as did the "Hunter's Pet" pocket rifle.  And what makes you so sure it was plated AFTER the tang(tangs) was(were) removed?

There is nickel plating on the surface where the tang would have been.

Without having the action in my hands, I give up,  But surely one of our more knowledgeable members, especially among those who are talented gun builders and similar craftsmen and/or Stevens collectors will be able to help.  The sputtering candle is passed.
