Stevens 44 operation

New to board so please forgive and thanks in advance. Just got Stevens 44 .22lr. I noticed the hammer will trip if trigger pulled. And in makes no difference in position of lever. Lever can be all the way open, partial or 90% but not seated fully. Is this normal? I appreciate any help.
