Based on the date stamp on your barrel it is definitely a Jersey City built Pope barrel. Being post WWI 1923 that's years after he set up in the Colgate Bldg.
Highest Hartford numbers are in the 400 range, so nothing in 500 range or higher like your #611.
I haven't seen dated Pope barrels myself, but I've not examined any Jersey City Pope barrels either, so maybe dating them was something he started after he moved there?
It's still a very neat Pope Ballard, and looks to be unaltered from when it was built in the 1920's.
