Obviously made by a doctor using a pill bottle, a condom, and some kind of a tool from a colonoscopy;-)

Oneatatime, that's sort of humorous, but not helpful. More helpful would be a picture that shows the device in relation to a bench or something. This is certainly someone's idea for a powder measure, and perhaps it works well. More information please. The idea is interesting. I've had several colonoscopys and this would be much less uncomfortable than the real thing. But we are talking about a reloading tool here, aren't we?

It indeed appears to be a one off, and based on the quarter for scale, I'd also say it's for small charges, and not big old BP cases. More like a pistol powder measure, or small case rifle powder measure.

Probably homemade but suspect it is very accurate for small charges.
The large diameter canister support serves as an anti-chamber like a B&M or Lee.
Only critique is don't see a way to lock the micrometer.

With the angle of the micrometer adjuster and the placement of the drop tube on one side, I'd bet the micrometer is driving a full width slot rather than a round hole.
