Not sure if it's an optical illusion, or what? But the scope rear base looks canted to one side? If it is, then you could take a file with you, and file metal off the base to bring it back.
But even if it's vertical, and OK, you can take a aluminum pop can, and a pair of scissors along. Loosen the base screws and slip a strip of aluminum between the base and the barrel on the side to move the scope the other direction. If it's not enough, slip another strip under it, and try it again.
This can get you hitting center until you can buy a set of rings with more adjustment in them. Those sure don't have much in any direction!

I was at the range again today with targets set up at 50 yards.

After the last time the point of impact (POI) was in-line horizontally with point of aim (POA) but about 7.5" inches to the left. 

I left the set up was exactly same as pics I shared in my post on Feb 9th.

@rkba2nd - I bought a laser boresighter took the rifle to my local indoor range set it up on a gun vise, by rotating the scope tube I was able to align the POI with the POA vertically but it was high and I have no room left to lower the tube in the rear mount.

@Dellet - I rotated the tube as you suggested - you can see the result in the new pic attached, POI now vertically in line with POA but 9.5 inches high.

@marlinguy - called the gunsmith who milled the mounting blocks for me and he is going to re-work them based on the results I'm getting. What I hope he can do is modify the blocks so the tube sits dead center horizontally and is at the bottom vertically at 100 yard zero.

BTW I did buy a set of MVA Silhouette Scope mounts 2nd hand and I have ordered the screw on barrel mounts, MOA Adjustment Knobs from MVA. But right now I would really like to get this setup working , cuz I'm stubborn that way.  Grin

@dellet No I didn't try that , I really want the 'smith to re-mill the mounts so I can get the tube centered in the rear ring mount instead of all the way to the right like it is now.

Thanks for the suggestion but I really need to get the (2) bases milled properly so the tube aligns correctly.

Is the tube 3/4 inch and if so if you don't mind the mounts being black. I bought a set of the Lyman style mounts from Leatherwood HiLux Opitics to put on a friends tube sight that I made for him. The front mount comes with Pope style rib but also abit short. I already had the rail soldered onto his tube sight so didn't need to use it. Long story short a little de-buring on the spring loaded pressure tube on the back mount and a little on the front where it rides on the Pope Rib and they worked just as well as the originals and they do come with have clicks. The set was only 150.00 plus dollars at the time so this was basically a test of how good they might be. So after installing I set up a dial indictor at the objective end and after adjusting the screw tension on the upper right hand corner of the back mount. I got both the elevation and the windage to provide the same amount of movement with each click no matter how many I put in and it would always return to zero as well. The finish on the mounts was also surprisingly very nice so this might be another option to look at.

Hi JL, thanks for the suggestion I actually just bought a MVA Silhouette Style Rear/Front Mount Set second hand and I ordered the screw mounts and MOA knobs from MVA directly - so if I can't get the brass mounts to work I will have those to fall back on. But I would really like to get the original mounts to work properly.
