as for the Westley Richard "Papal" Rolling Block, the general consensus so far is that they actually built thlm under licence (there is mention of a licence in E. Remington salesman letters for Europe at the time)

There is also strong indication that the quality of craftsmanshift was very poor and that gunsmiths from Belgium (Nagant?) were sent to the Vatican to repair the guns and make them servicable...
