This is a Andela Tool co. breech seater for a Ruger No.1 or 3 for the 30-30 cartridge.
They made moulds, lube pumps and breech seaters.  I think out of business now.

Andela. Have a .32 mold marked Andela. Barnet style bullet. Very accurate.
