I was wrong. Windows Live Photo Gallery, open picture, Edit/Organize, re-open, Edit, Properties on the tool bar, Resize, select size, "Resize and Save".
Don't have to go to "Paint".
Talk about the blind leading the blind. At least, it works for me. Windows 10.

That is different than what they call "photo".  Not than many commands  Huh  No way to resize I could find in there few options.
