Will a scope base having a 20-MOAs built in hit approx. 20" high at 100-yds? Thanks.

Yes, but you probably need to correct the mounting.

The reason I'm asking is because right now I'm shooting a .32-20 CPA for 100/200-yds. On it I have mounted a Weaver T-36. Works fine. I then tried to mount a Leupold Competition scope. 100-yds was no problem. Then I tried 200-yds. and ran out of elevation. I'll try some shims before I decide on a base. Thanks.

I’d say not necessarily. It might just help put the gun, load and scope combo in the middle, instead of extreme, of the adjustment range for what someone has in mind.

Zip tie it on with thin shims & see how it prints. Internal adjustment scopes don’t take much to make a difference. Double up the ties they are remarkably secure on a light recoiler.

I usually slip a piece of pop can under the base to experiment with shims. Easy to find everywhere

I have Lyman’s chart, changes in impact vs front sight height vs distance between front and rear sight, you can interpolate for shorter ring distances
Post the total range your Leupold has, what You want to change Poi, and the distance between rings. And will come back with what Lyman says. Assume you want center of the adjustment at 100 yards.
It can be done by calculating too. I aways mess that up.

With my Weaver, there is 12 MOA difference between 100 & 200 yards (I imagine there will be MORE out to 300).

You also have notebook paper 8-1/2x11 that is .003" and 3x5's that are .006 - .007. (and a matchbook cover is just right for setting the points on a V-8).

You might want to take something thinner with you. .032" should be about 10 feet or more

If you are going to go through the effort to make the change I would highly recommend that you pick the mid-range distance and then insure your scope is optically centered for it. If the majority of your competitive shooting is going to be done at 200 I would then choose it. That is if you still have enough elevation to get you to your maximum range.

Also if using a Modern Scope you do not want to have one ring higher than the other you will be bending the scope tube. If that should be the case you will need to have a one piece rail made with the minute of angle you desire / slope angle built into it.

Less than 1/8 of a degree bend has never caused me any problems.

BTW, You can lap the scope mounts with a 1" dowel to relieve any stress on the scope.
