I never did the job, but your post got my curiosity up, and I went looking. Here's what I found:
The Turks used that round starting in 1874 and replaced it around 1887. The thing wasn't real popular here, but was loaded more in England. They called it the 450 Turkish Peabody-Martini. In the US, we called it the 45 Peabody-Martini. 
That info was from Cartridges of the World.
Since that book has no measurements or anything, I then went to Nonte, Cartridge Conversions and found:
45-50 Sporting Martini, the only such in the volume I have. Says that cases can be made from .45-70 by shortening to a length of 1.535 inches and sizing the neck to .478 (give or take, I guess), far enough back that the case will chamber. 
So, that's all I've got, and it looks like it might be easy. Let us know.
By the way, the bullet weight was only 290 grains, according to Nonte.

According to Donnelly's book the brass to use is 11 mm Beaumont, full length size and trim to length. 2.30"
When you get the rifle make a chamber cast to see just what you have.

I plan on seeing this rifle in may when i travel. . i have been checking The various cartridge books I have, Hoyen, dadig books and such
besides the 11.43x55R turkish. There is another 11.43x59/60R  turkish mauser
  the spec. somewhat are similar. 
The chamber cast seems to be the best way to go

What rifle do you have?   If the Providence tool Peabody-Martini, then something like .470 nitro express cases will serve nicely as bacis cases to form brass.  Rims are too thin, but as it is a BN case, they will headspace nicely on the shoulder.
I the Peabody, then I'm not qualified to answer...

.45-70 brass is way undersize head and rim, and is too short. The Dutch Beaumont basic brass can be used to form .44-90 What Cheer, (the P-M match cartridge) as well as the .45 Turkish P-M.  Dimensions are so close that they darn near interchange.
