Commercial is what I figured after I realized my idiot mistake. As to the original foul up, I just didn't want you to go out in the field expecting hunting bullet performance with ex-military bullets. 
I had an acquaintance in the Nat'l Guard that would pocket a few 5.56 rounds when he came home from weekend guard duty. He used 'em in his Ruger ranch rifle until the second deer walked away, never to be seen again. Changed to better loads and upped his success right away. If he were still around, I'd enlist him in the cheapskate luddite guard.

I have a couple hundred pulled, 7mm, 139 gr milsurp bullet, that I got in the late 80's and they have a exposed base, so you can tell if they have steel cores.

They shoot, fairly well, at least compared to the RCBS 145 gr cast. I used them in working up loads in my 7mm TCU, in my XP 100.

I may be able to help with the loading data, this coming week or early the next. I recently bought (at auction) a fairly rare, 7x57 version of the 1888 Commission rifle, made in 1906 for Portugal. Only 6000 were made world wide, a VERY unique rifle.

It has just the open notch barrel sights and I'll be shooting it at 100, using the RCBS GCed 168 gr bullet, with the following  loads, using new Norma brass:

24.5 gr HV2 (yes, you read that right)
26.0 gr
28.0 gr
HV2 has about the same burn rate as 3031

20.0 gr 4227
21.0 gr
22.0 gr

19.0 gr 4759
20.0 gr 
21.0 gr

As long as the charge weight falls within the criteria put forth in Hodgdon's loading procedure/data for Trail Boss it should work.

In my 7x57mm Rolling Block (South American issue) I've been shooting 32.0 to .34.0 grains of either IMR4064 or IMR3031 with great success.  I took the 7x57 brass I had on hand, neck expanded it to about .35 calibre, then slowly adjusted the sizing die down until the block would JUST close and the hammer would drop.  Most of these chambers are long on headspace (shoulder length) and the throats are long too.  I've been shooting some old Winchester 175 grain semi-spitzers out of mine and they are just barely in the case mouth and still aren't anywhere near touching the throat!
