Depends on the quality of the powder and the relative humidity:
* Wipe -Powder Quality that creates a hard foul, high temperature & RH below 40%
* Blow Tube - Quality powder that creates a moist foul , temperature not determinate and RH below 40% - 10 to 12 blows. RH above 40% - 5 blows
Might interest you: 38-55 KIK 1.5Fg & FFg reloads, 50 consecutive rounds shot with no wiping or tubing ... 1 water cotton ball & 3 dry

    My observation has been that blow-tubing is something that you can sometimes get away with, but wiping always works.
     In BPSilhouette, the shooting is paced so that the shots are fired at close, definite intervals.   This is a favorable situation for the blow tube.  HOWEVER, when you get it down to a drill, wiping is FASTER than the blow tube.    The blow-tube is a relic of shooting with the TD Springfield, which wasn't easy to wipe with the rods of its time.

The intuition was wrong. 
And while I may have a blow tube at hand, I would think that I should solve all the possibilities and wipe. Arranged properly and practice would allow hurried speed.

If it's not too hot or humid then you can blow, but when it gets hot, particularly if you are shooting with the barrel exposed to the sun then you want to wipe.   I shoot primarily BPTR and don't remember seeing anyone ever use a blow tube, but then the matches I attend are in the very hot and dry parts of the country.

I shoot a little bit of silhouette and wipe there as well.  I'm generally faster than most blow tubers.  My last silhouette relay I kept track of the time I used and it was about 45 seconds per shot, that's with two wet patches down the bore per shot.

For sure.  I've been spending some time with the Buffalo Arms bore wiper system and it's pretty good.  Definitely faster than the patching routine I've been using for BPTR.

I have a pound of FFg Swiss and a pound of FFg Ol' Eynsford on the table. In my research Goex has been known to have inconsistency in lots an, maybe, overall. Since OE is made by Goex I guess it would follow that it may be consistent also. I have also read that Goex in general has improved somewhat over the last few years.
Swiss has a written record for its consistency and, I guess, that is reflected in its price. 
At my point in this game, my reloading efforts may not reflect on the powder so the powder choice could be any.

I don’t recall much difference in my squirming either way but the target sure squirmed less when I started wiping! One damp patch pushed on a nylon brush and a quick swipe of the chamber with a bore swab. Always finish well before time runs out.
