There are several ways of doing it.  I like to open it up so there is about .002" of 'tension' on the bullet, i.e. to open it up to .379".

There is some spring-back of the brass.  This varies a little with the condition of the brass - just annealed or well used and work hardened.

One method is to use the standard expander and then to 'bell' the mouth so the edge doesn't shave the bullet.

I make (you can too) an expander that for the greatest depth expands so there is .002" tension; the 1/10" at the top of the case gets opened up so there is .001 - .002" clearance; and there is a slight bell opened up by a taper on the expander; and there is a shoulder on the expander to stop the expander from going deeper.

You can put an oversized expander into a drill, drill press, or lathe and use a file.

Once fire-formed, I never size again. I use a Lee powder die with a 0.378" insert to insure the mouth is round and then thumb-seat the bullet. Then add tension by using a bushing type neck-sizing die to insure a consistent tension. Easy to change the bush if you want less or more tension

I have an RCBS Cowboy set that includes .375" and .377" diameter expander plugs. I use the .377 so that I can finger seat the bullets.
