Dumb newby question

I have a CPA 32-40 rifle that I am using the SAECO flat nose tapered bullet in.

My question is this:  When breech seating the bullet, I must use the breech block camming closed to seat it.  Is this normal?

Reason I as is that I am still getting my bullets tipping at 100yards even with 15 grains of IMR 4227.  I'm looking for a needle in a haystack to resolve this.  And yes I have read and reread my previous posting on this issue and have followed the suggestions, but no joy yet.

Are you using a breech-seater?
Are you shooting new or fire-formed brass?
What is your barrel's twist & length? 
How long/heavy is the Saeco bullet?

There are no dumb questions.
SSShooter offered some good ideas about your problem. I would add bullet diameter. What is your barrel groove diameter and what is your base band bullet diameter? I don't recall your earlier post so excuse me if this is ground that's already been plowed.
When seating your bullet, is it placed in the throat approximately 1/16 (.062) inch ahead of the case mouth? That may or may not be the perfect seating depth for your rifle but it's a good place to start.
How much does your bullet tip? A photo of a target showing that could be helpful in suggesting fixes for your issue. With the bullet tipping, how accurate is your rifle? Does it scatter shots badly or are you getting nice tight 1 inch groups?

Using a pluged case to BS shouldn't cause or effect tipping.

As I remember, the bullet your using is the 732 and your twist rate is 15? 

That bullet, because of it's heavier weight and flat nosed design, inflamous for tipping in a 15 twist barrel. Several others have had problems with it, although accuracy is generally pretty good. What do your groups look like?

I would measure your twist, using as tight a patch as you can start into the bore. Measure at least 3 times and tell us what you get.

If it is, indeed a 15 twist, a spitzer of about 1.15 in length will stabilize using 14.2+ gr of 4227. Spitzers stabilize better, because they have their CG farther to the rear.
