Found this rifle for sale locally. I'm trying to come up with a fair offer to the owner. He has already turned down $1200.00. Bore is very good, blue is thinning some. Wood is very nice except for a chip on the bottom. Seller says rifle is in 70% condition and books at $1500.00. I would be interested in hearing opinions on what a fair price would be. Thanks!

Well the Cadet is a very desirable version, but I'd certainly disagree with seller's "70%" assessment of condition! I see almost no finish on the metal anywhere. It looks well below 40% in those pictures. I think your offer of $1200 was very considerate, and I wouldn't have gone that high myself.

I thought the cadet model had a full length forestock?

Yes, that's correct! I couldn't see the forearm in that first picture, and it is indeed short, and not a Cadet! But now that you mention it, the Cadet also wasn't octagon barrel! They were round barrels! And they had a top handguard of wood. 
The pictures show a plain old #4, which is worth maybe $400 on it's best day!

That's no Cadet!!!!!!! No way!!!!!!!!! It's a second model #4 take down. and in it's condition it's worth no wheres near $1200. I'd say it's in the $275 to $300 range. A lot of that is depended on the condition of the bore.

#4 cadet rifles should have a bayonet lug on the barrel somewhere near the muzzle, shouldn't they?

The standard #4 Cadet didn't, but the #4-S Cadet Boy Scout model did have a bayonet lug, and small bayonet.
