It's much to large of a case for anything that would be close to a 25RF subsitute.

Again, you will be better servedwith the 22 Hornet case, not to mention, Hornet cases are available.

Are you saying the hornet has a smaller diameter?  My REM #2 is not a large breech size or high pressure action.  I really want a long, straight wall case...

OK, I guessed rightly.  If you already have some of that brass, the best thing to do is to form it to .25-20 Single Shot. 

It CAN be shrunk down to .25 Stevens dimensions, but that's a chore even I would not choose to tackle, and I'm a guy who used to make my .22 Lovell cases by swaging down .223, before Captech solved that problem for us.   

If you haven't any brass yet, find some Hornet to work with.  I see that Captech is out of the .25-20 Basic anyway.......

Contact Rocky Mountain Cartridge.  They could machine you a few .25 Stevens centerfire cases. It wouldn't be cheap, but it would get you what you're after with no labor expended at all.

If you want to make .25 Stevens size centerfire cases, you cannot use .25 basic brass, you will have to use .22 hornet brass. The base on the .25 basic is of to large a diameter to size down to .25 Stevens base diameter.
