We discussed the Biathlon ammo a few years back.  In ordinary conditions (50 to 60 deg F) here on the left coast, the Fiocchi stuff shot just the same as Fiocchi standard velocity match stuff.  But it functions (shoots well) in cold weather when the regular stuff just does not work.

The Canadian guys say they use if for their winter shooting.  There is (somewhere) a forum used by biathlon skiers. I stumbled onto a thread where a competitor zeroed his rifle with something common (Fiocchi?) in Auburn, CA.  Then went to Aspen, Colorado for competition.  Could not get his Anschutz to hold a zero at Aspen elev & temp until someone gave him a box or 2 of Biathlon stuff.  That is what you buy.

"biathlon ammo" is formulated for use in the winter sport.  It is usually fairly normal upper-grade target ammo tweaked to be less sensitive to temperature variations.   
With the small 22 rf case/bullet and powder charge very very small variations in component can have a marked effect on consistent ignition and muzzle velocity----ergo-the vertical dispersion degree (assuming a no or predictable low velocity wind pattern.)   By the same token minor variations because of temperature fluctuations could have significant change impact on ignition and bullet alloy/lube performance.    Biathlon-type ammo, all things else being equal should be more consistent on days where temperature can shift.

The current score record is held by Laurie Gapko using Fiocci V 320.  I tried it in my CPA Shilen and it did not produce for me.  Go figure!
As we have said all along - each rifle (barrel) is different. Conditions are variable. I really believe - There are no absolutes. Just my opinion.
