I have a Winchester high wall in 28-30 that I would like to load with a close to full case. Other than black powder, is there any powder that would fill the majority of the case without needing a wad to keep the powder to the back of the case or having to raise the rifle vertical before firing?

Yeah, 4227, but it won't fill the case.

I have never used it but Trail Boss would probably give you the largest volume of powder in the case.

I worked up a load of 4227 with the Accurate bullet 28-125T that did not require pointing the rifle up to settle the powder near the base of the case.  11.2 grains, Winchester primer, UMC case and the above bullet.

I use 12 gr 4227 in my 28-30 that is a 25-35 straight tapered case.A  1/4 " plug of floral foam can be pushed down another 1/2" when I use my tapered punch to slightly flare the case. That keeps the powder down there will be no pressure build up with the floral wad.
Do not do this with a cork wad, a friend ringed his chamber (38-55)right at the case opening, from the millasecond pressure of the cork moving toward the bullet. Test with different wads at mouth of case and test  floral pushed down 1/2". any group change? Its a small efficient case.
