Bullet in case 28-30 smokeless loads

Has anyone come up with a smokeless load for the 28-30 that fills the majority of the case and still shoots decent? On paper I shoot black with breach seated bullet. For varmint hunting I would like to know if I hit them. Case seated lead bullet, smokeless load. I am shooting a flat spring high wall. I want to be able to carry rounds in my pocket and not have to worry if the wad has shifted on a small volume load. Or have to raise the barrel to settle the powder against the primer.

Only smokeless powder I know that would give you near 100% case fill would be Trail Boss, but what little experimentation I did with it left me cold.  In a .25-21 it wouldn't group at all.   

Powders that are not position sensitive include Unique and Red Dot.  Assuming plain base 120 grain bullet and 1450 fps muzzle velocity from a 24 inch barrel,  6.5 grains Red Dot or 7 grains Unique, calculated by Quickload.   I have a .28-30 barrel ready to be fitted to one of my 44 1/2 actions, and that's where I will start.   Will also try 10 grains AA#9.  That is to date the best load for my .25-21.   

Wads on the powder column are a bad idea.  They encourage ringing of the chamber.  Small pinch of kapok at most. 

But adding kapok did nothing to improve my AA#9 .25-21 loads.

If fixed ammo, why wads?  I have used 11.0 grains of 4759 with a 120 grain Lyman flat nose bullet, pistol primer.

I'm shooting 12.0 gr  4227, Paul Jones 175 gr bullet. This case is a 25-35 blown out straight tapered, looks like a small 32-40 case. Has shot very well.  Pic shows case on left,  necked down 32-40 before cutting down, 32-40 and 38-55  Pete

Opps...Breech seating.....
