OK, I think the case issue is resolved.  Now to the bullet.  NOE and Accurate both offer stop ring molds.  Without getting into the weeds, the NOE mold looks good.  A 319289 bullet tamped a couple of inches past the throat measures .310/.3165.  The mouth of my fired case measures .325.  The NOE base band is .322, the ring .334 and the nose .316.  Looks to me like a very good fit.  Any issues?

You might have Accurate make this design. It has much less lead to extrude.

I have been using the NOE mould and have tried it in 5 8.15x46r rifles and it has worked well in all of them .  The best accuracy comes from having case over all length just long enough to push the stop ring into the chamber far enough to start sizing it down .

The only problem is getting them to make the mould . I see he only has a 5 cavity mould in stock .

Frank's drawing is far more sophisticated than mine. I'm just throwing it out there for a different perspective on a stop ring bullet profile. My Aydt has kind of a long cone-shaped throat so I moved the stop ring closer to the bullet base so the front band would engage the rifling. 
Steve Brooks made the mould, it works fine in my rifle.
You will probably have to make the bullet bearing ring diameters fit your particular rifle, regardless of the bullet profile you choose.

Randy's bullet is also a excellent design and would be better in a 46mm long case. I drew my bullet to fit in a longer case, like I use so, the bullet and inside neck diameter will be the same.

As you know, the shorter case will have a larger mouth opening and a .316-7 diameter bullet won't be supported in side the neck.

With any bullet you use, the case length will be how you adjust the OAL to fit the bullet in the throat.

Interesting.
I note both of the above designs use a cylindrical stop ring. 
my old Ideal 308281 stop ring mold for the 30USA has
a taper on the stop ring, which I imagine was done so as to fit up into the freebore or  leade better.

Excellent suggestions all.   
First, I need to form and trim cases of sufficient length to push a stop ring into the throat.
Next, figure the best point for the stop ring.
Then, design a nose that will be lightly bore-riding to take advantage of a centered stop ring.
Finally, a base of adequate size to reduce case mouth slop.
Simple...cough cough...

Bill Loos made a mold for Biggis' Martini rifle. Is a short action Martini. Biggi had a maximum cartridge length required for loading. 
Been in my pocket for the last month. Sorta grungy.

When Biggi flew home she had a hundred of her new lead bullets in her luggage. The gooberment over there confiscated them. She's getting them back. 

A Gooberment can never be to careful.
