Latest try with the pope 308403 bullet, this time shallowly seated into the case and loaded as a fixed cartridge.  The 1st shots had some fliers,and were a bit high. After giving 2 clicks down  (and the shooter settling down too...) things started to come together.  Not my best group , but as the last 7 shots were all X-ring or close, worth some further experimenting - 13 shots in all. 18 grs of Swiss no.4 , case necksized, bullet barely seated with some necktension.  
All shooting prone, with sling, no support of course (except for the elbows), distance 75m (82 yds for you guys:) ) Maybe some more powder will help, next time I'll try some sized and expanded cases but loaded separately.  (You need to Login or Register to view media files and links)
