The question of who does scope repair pops up on this forum with some regularity. The information needs to be made a sticky. Some few weeks ago when a similar question was posted the answers generated a list of repair facilities.

Whatever you do, don't try to force turning that knob.
You coule make it worse. I did that with my LYman STS
windage knob. It got tight, and in trying to free it up, I
broke part of it.  Parsons scope service repaired it for me.
Sent it in May of this yr, got it back in July
 
Best to let a pro check it out.

A long time or short time !! To paraphrase a friend "giving a gunsmith the go ahead with a reasonable time frame" that is a black hole  Roll Eyes any skilled gun worker will take the time to get it right. A skilled qualified smith will be busy and cost some Bucks. I agree a sticky on scopes would be GREAT, also less positive:  an obit file: running as people pass,we might
not hear or remember the name or face ,but a contact
made awhile ago,a SS person. Maybe as I get Older this makes more sense Sad 57thahc

I picked up a book a couple of months ago called "Guide to Riflescope Repair" by J. W. Seyfried.  It's available through universityoptics.com  The book was informative, and described how scopes worked, and how to take them apart and repair them.  The only section that I thought was a little weak was in regards to removing the erector assembly.  Even if you don't plan to do the work your self, this book does a good job of describing the details of how a scope works.

Though he is a former Unertl employee, he repaired 2 Feckers for me and pleased with his work and pricing.  One was done in 1 week and the other took long due to a severe illness of his mother and he was the care giver for her

There is now a small operation in Fairborn, OH 45324 (1209 E Dayton Yellow Springs Rd.).  Aaron Davis, a long-term Unertl employee, staffs it.  Aaron repairs and reconditions externally adjustable Unertl scopes.  He can be reached at 937-631-2854 or via email at aaron_unertl@earthlink.net.  Some parts are also available for sale.  If you need parts and or repairs, this is the Unertl guy you need to contact.
