Some time in the last 3-4 years I seem to have seen a CPA pluged case installer somewhere, can someone show me the picture of it so I can try to make one.

I've got two of those! One left and one right.  Use them all the time. Had them for  66 years. My parents made them for me. Down right  handy they are for holding things.

Me too. Sometimes I use mine for pushing plugged breech seaters. 

Bill, for what rifle? What style tool? We need more clues. Did you check the CPA website? Did you call Gail?  To quote Biggi, "I'm all puzzled up".
