Both the chambers are adjustable and you can use any granulation of black powder in them. Need to be wiped once in a while as finer powder will cause binding if the drum is a bit loose.

I like to take the rotor/drum out of any of my old Ideal powder measures after dispensing black powder and clean everything thoroughly.  I find that if I leave BP residue in the chamber and on the rotor, the whole thing is gummy the next time I want to use it.   

To answer the OP's initial question, the graduations on the big chamber of the rotor are supposed to correlate to grains of BP, but I've never found them very helpful.  Undecided
