I too have heard the "common wisdom/old shooters tale" about the plastic hopper Lyman and BP.    Lots of other powder measures also use Plastic Hoppers. Almost all exhibit some "static cling" in the hoppers.  
Maybe BP is easier to ignite than other propellents. maybe the Lyman's cast iron chassis is more likely "to spark".  
 Who REALLY knows of such an event?    I have NEVER heard of one actually blowing up--has anyone?    Mostly it seems to be a rumor based on a very slim potentiality--maybe.   
Brass or Alumnium hoppers might make a difference----the folk who sell them think so.  But wiping with an anti-static dryer sheet, or a grounding wire might do the same.   Personally I'd be more concerned about a lightning strike setting it off.   JMHO but we are at far greater risk from double charged cases that static blowups of our powder measures.    If anyone has any actual first hand knowledge of a measure explosion caused by static build up PLEASE let us know.

Go with the MVA, and use the medium size tube for powder.
Hard-wire ground your PM to a dedicated ground. This will eliminate static 'cling' of powder. NEVER tie into the house ground.

My son and I load A LOT of black powder shotshells with a MEC press which has plastic hoppers. We wipe the outside with a dryer sheet and then rubber band the sheet around the hopper. Nary a problem and my house is full of static electricity in the winter. Actually, I think the static electricity ignition is bunk, but better safe then sorry!

those photos by the guy deliberately TRYING to spark ignite BG---even 4F and then BP ground to dust like Swiss NullB should tell us something.  Lighting is also static electricity---and that probably would set off BP  Cheesy   but I just do not believe that the minute amount generated in a powder measure could cause an explosion.

even the "sparks" that a flintlock uses as ignition are actually white hot incandescent metal scraping from the face of the frizzed when the sharp edge of the flint rakes down it-----sure as hell not static sparks.

I'd still like to see some documented proof of static-cling in a powder measure hopper causing it to blow up. Roll Eyes

NO ONE EVER doubted the use of the plastic hopper lyman 55 pm for bp for scores of years, nor is there any record of one exploding due to a static discharge.  like too many things these dayze and in this litigious society, cya prevails (and i don't mean cya super glue). 

i must be really radical using a lee plastic pm to drop bp charges. hah!    Angry

Like most things in life the first thing to remember is the KISS principal (Keep It Simple Stupid). Keeping that in mind for most smokeless powders I use a Harrel click adjustable measure, for Black or 4759 I use a Belding and Mull With a micrometer tube. These two measures are repeatable and easy to use and set. .

Truth of the matter is ergonomics aside measure performance is mostly how it's operated.

Reason I like Harrell's is it's easy to adjust and appreciate the workmanship. Doubt if it throws better than my built from parts Lyman 55. Not that I have ever tested them side by side.

I collect powder measures and have a lot of them, although not all.

I've got a question regarding the Bonanza powder measure. How many have used them? What are your thoughts about them. I though that this measure would come up in this discussion but, not so  Shocked

I had good friend in the 80's that held his in high esteem and I have 3 of them, mostly because of that and the Bonanza name and I got two of them very cheap.

I've never used any of them at the matches, only because I'm so bonded to my Redding.

Frank, like you I like to see how different measures work and have owned many. Fixed rotor pistol measure without a doubt the little Bonanzas are the best. I have 3 and am always looking for rotors and plastic hoppers on ebay as they are no longer made. Forester bought the Bonanza brand and had parts for some time now few

The "bench rest" style shares hoppers and perhaps some design features with the pistol measures, always thought I would try one. They are not cheap used,  must be a reason, either rare or good they do have a following

That's the one. 2 on Ebay now one looks new 140 bucks buy it now another with 5 days to run not as nice 23 dollars Bet it goes for over a hundred.
