5 Gal bucket full of that mulch, cover plate made of two layers of Coroplast, laid on it's side, works for me.  Used to use sand, but it is easier to salvage the bullets from the mulch.

Try filling that storeboughten trap with the mulch?

The cheapest and quietest answer I use is my old phone books. They prop pretty nicely in the front opening, realy quieting things down. It's the best use I have found so far to get rid of all the different books I get every year.

And all those fat catalogs that I get every month or two and never look at, from Gemplers, Northern Tool, FarmTek, etc., etc. etc.

Remove sloping plate. Hang a heavy gauge plate from the top of the trap instead, and coat the back with (say) foam rubber.

The plate must be heavy, so that it doesn't get moved too much by the rain of bullets, but not so heavy that it doesn't move any appreciable distance.

I think I'll take it down to EG with me tomorrow with some different materials and do some experimenting.  I ned to move some stuff in the basement to get a clear 50 foot shot anyway---and have not had the time or ambition to do that yet.    I think a sandbag laying on the sloping back might well deaden the "clang" of the bullet hitting the sloping back plate. and mounting the front targets on a double layer of Core-plast might slow them down a little--and keep dust inside.
