I have two Rifles chambered in 32-40 and before I was able to buy brass I ran 32SPL brass into the 32-40 sizing die and it instantly became 32-40 brass albeit a little short but the neck was the correct size. The rifles never seemed to notice the difference. Shortly after that Midway got in a supply of Starline 32-40 brass and I snagged some of that.
I must have missed something here... although I personally talked to the Starline folks at a couple of NRA meetings, they didn't seem at all inclined to make them. They did, however, make a run or two of 38-55 which can be thought of as a "38 Basic" case from which everything down through 32-40 and 25-35 to 22 Zipper may be formed.
Of course about 20 years ago at a NRA show a rep from Winchester-Olin told me that they would "never" make another run of 32-40s and within 6 months had accepted the first order from Graf for a run of a half million rounds of same... they are still periodically making those runs, just not very often.

Never say never!
If you want to get the attention of the folks at Starline, I would guess an order of at least 250,000 pieces would be a good start. I'm not sure the proposed buy of 20,000 would even raise a yawn.

PS Ballard (Marlin) probably developed the cartridge (from the pre-existing 38-55) but Winchester sure did make a difference in making it popular. Marlin discontinued production of the Ballard just a very few years after they first developed the cartridge, but Winchester and even Stevens went on for at least a couple of decades making it popular. I've seen it called the 32-40 BMW.
