NYS State rolling Block with some unusual features

I picked up another rolling block the other day.  It looks like a NYS state contract.  It has the correct B on the barrel bands and the HBH Cartouche on the stock. it has the half cock and appears to be bright finished.

Now here is where it gets a little weird

1.  On the underside of the round barrel it has stamped "6 grooved quick twist" on it. I have never seen anyone stamped this way.

2.  It has some kind of older target sight that is mounted to the barrel. 

Has anyone ever seen this sight or markings on a roller before?

Guys, sorry I just noticed I had notifications regarding this post.  I will grab some pics. I did do a chamber cast and it is a 50/70  The gun has the half cock safety on it also.
