As Frank says your 200 yd target may be a snapshot of the bullet right in the transonic zone. The Center of Pressure shifts way forward (imagine a resistance acting on the nose of the bullet) and the bullet sheds an amazing amount of velocity in a very short time because the drag function multiplies by 7 to 10 times. Because the resistance is at the front of the bullet inertia is trying to bring the back end of the bullet to the front. Anyhow it means that bullets wobble as they pass through the transonic and then sort themselves out again on the other side....hopefully.

You can easily check for nutation ( a poor bullet fit causing off axis spin) by shooting the same target at multiple distances. Just adjust your elevation to keep a theoretical center of impact. If you see a pattern emerge that looks like it was drawn by a spirograph then you have nutation

I did some experimenting today.  Moving up to straight FFg and adding a wad under the bullet resulted in much less tipping.   You can see the pictures below.  Most targets showed well under a minute of vertical, although often lots of horizontal.  That little bullet is much more wind sensitive than the .38's and .45's that I usually shoot.

In the photo below, if it weren't for that one flyer (isn't that so often the case), the vertical would be 1.2" and the horizontal 2.0".   I'm pretty happy with that so far at 200m.   

BTW, a single case was used for the day and showed no sign of stretching.

A excellent excuse to get a PJ type spitzer. There is even a Canadian mold maker available Smiley

Yes much less tipping on that one. It seems to make some sense that you needed a bit more velocity.

Sean, there is another Canadian mold maker.  KAL Tool and Die.  They have a web site showing a number of paper patch molds.  I know they'll make other designs as well.  They also sell a case stretching tool.
