I have acquired a very nice #9 Ballard chambered in 32-40. What would be a safe smokeless load for this rifle or should I forgo smokeless and shoot blackpowder only?

Ballards may be weaker,

No reason not to shoot smokeless loads in it once you've determined it's in good shooting condition. I like 4227 myself, but have also used Unique in reduced charge plinker loads.
Around 13 grs. of 4227 with a 200 gr. bullet will give you a mild load that's in the 1250 fps. range.
