The 45-55-405, in its latest version, had the bullet seated deeper, right on the powder charge. No fillers were used. Here is a link that will show you the differences.

   How much filler is too much?   I guess when you can't get enough elevation on your sights to shoot 200 yd.   For best results with BP, fluff or foam is not what you want -- you need something solid to fill up the space so that you get good combustion of the powder.   I can only think that a big gob of lube could only make a mess.  That would require compressing the powder first, using a grease-proof wad, then somehow getting the grease settled in there  Cream of Wheat or cornmeal tends to compress into a chunk.  Furthermore, it is hard to measure consistently.   Rice might do in a pinch, but I find the little amaranth seeds from the health food store to work great.   
     The proper filler will give you good velocity consistency and cleaner burning.    I have tried using a stack of wads with no particularly encouraging results.   The solid granular stuff WORKS for me.   
     Decide what velocity you want and put enough BP to get there.   In these small amounts, the finer granulations will burn cleaner.   Drop in the BP, drop in the filler, and give it a moderate compression, then seat the bullet.   For best velocity uniformity, just load into a fired case, no neck sizing or crimping.   DOn't try to compress the charge with the bullet -- the bullet WILL deform -- get/make a proper compression die.    This can be just a seating die with a long  stem on it.

I have used several cork wads stacked for reduced loads in a 45-100 but if the brass is not clean and slick on inside you may pull the brass into. LB
