Three (3) areas of concern ...........  #1: Purpose - What does the wad actually do? Simply hold the powder in the case prior to firing? Position the powder more evenly toward the primer for better ignition? Protect the base of the bullet ? #2: Position: Is wad seating position a factor affecting accuracy?  Can one calculate the proper depth for wad seating to achieve optimum ignition without creating a compressed load? #3: Consequences - If a wad is positioned hard against the powder, pressing it onto the primer orifice, does this create a compressed load? And is there a sudden spike in pressure at that point?

As no one else has taken on your question, I'll give it a whack.
Are you asking about over powder wads with black powder or smokeless? I'll assume smokeless.
If you read Charlie Dell's book, the Modern Schuetzen Rifle (available on this web site, see the book listing), he extensively covers over powder wads with smokeless powder.
In a nutshell, he concluded an over powder cork wad, approx .09" thick, for instance, seated in the cartridge case .1 or .2" off the powder helps with consistent powder ignition. Place that same wad on the powder and you run a very real risk of ringing your chamber. You probably would not ring the chamber with one shot but over time.
The reason I'm aware of Charlie's findings? I recently read his book.

Thanks, Randy.  I have the Dell/Schwartz book at my elbow and refer to it regularly. Since its publication in 1999, many new discoveries have been uncovered.  My load development education is very much like a "treasure hunt".  I inquire from various sources and always discover more than I originally sought. I suspect that there is more to this wad business than I expected. Who knows what is left to learn?
