Identify this sight

A friend of mine gave me this sight and I have no idea what it fits. I know it's lacking the base but, that's all I know. The front markings go to 12 and the side markings go to 9 but, they don't correlate to yards and meters. At the bottom on the side, it has a 7 and a crown.

Any ideas?
