	It would be treated as a firearm. C&R would not apply because it is not a complete gun in the original configuration. Same state, not unless the state law requires it. Across state lines, yes.

	I disagree. The receiver/action is what the AFTE defines as the gun. Whether it has a barrel, stock, etc. or not doesn't change the fact the the receiver is 'the gun'. It would require an FFL of some sort. If the seller has a Class 3, C & R (You need to *Login* or *Register* to view media files and links) it's no problem.

	private face-to-face transaction should not be a problem, barring local restrictions and sales to minors. In any sale to a buyer you don't personally know making the transfer though a FFL is the safest course

	The Martini model 15 was made after 1898 so an FFL would be required UNLESS a face-to-face sale is legal where you are. If using a C&R, the official book says that the firearm must be complete and unaltered. I have talked to the ATF about this and have been informed that the rules do not allow actions only or "sporterized" rifles to be transfered on a C&R.

	I can't quote chapter and verse but it has always been my understanding that an action only did not qualify as a C&R. I asked two BATF people about the "original configuration" in reference to being a C&R at a gun show in St. Charles Mo. today. The best they could come up with was that it was a "grey" area.

	Ah! Clarification at last. An unfortunate decision, IMO, but if that's the way it's interpreted, that's the way we play it. A receiver is not a C or an R. Thanx, Jack.
