Neal Rice bullet seater

What is the correct way to adjust this seater, I got this with my purchased of the gun and have never used it, have used my Weber seater always.
It looks like a allen wrench can go in the end of the plunger, what goes?

Mr. Rice's tool is a work of art. Here are his directions.

I also like Russ Weber's seaters.
