I know of a guy who does that for shooting paper patched fixed ammunition.  He sandwiches the lubed felt wad between other wads to prevent the lube from contaminating the powder.  I have some lubricated felt wads but have not tried them.

In fixed BP 45-110 with paper patch bullets (PPB) I load a milk carton wad (MCW) on top of the compressed powder followed with a 0.300" thick disc of lube (home made or commercial depending on what I have at hand) then another MCW and then a slip of wax paper to ensure nothing sticks to the bullet. Loaded in this manner I have never had a charge become fouled by the lube. Think sometime I will try loading the lube disc directly on the compressed powder. I am inclined to think the powder being like a hard pellet the lube will not penetrate. Will still need a wad on top though as I have recovered hollow-base PPBs with globs of lube stuck to the bottom. Previously thought the lube would be melted out but it didn't work out that way.
