Anealing Cases

I have a couple of anealing questions. First off, on a bottle neck case, that has only been loaded with full power loads, is carbon build up on the neck and shoulder a good indication that they need anealed? Second, would it be a good idea to anneal cases that are old and have not been fired for over 30 years, before they are sized and loaded again?

In my opinion, carbon buildup has absolutely nothing to do with whether a case needs annealing or not. Number of firings is a better indicator.
If you're prepping 30 year old cases to be put back in service, then I'd say yes... it would be a good idea to anneal them. Age, with previously fired brass, can occasionally harden brass - and if you're prepping them for a new life anyway, no reason not to anneal.

Clean before annealing or that carbon is there to stay in some amount. For BP, would suggest your annealing the old cases.

Thanks for the info, I now have most but not quite all of the carbon off. Most of the brass is nice and shiny on the outside, still a few stray dark spots. I an not positive on the age of the brass, but stickers on several boxes are the load data from 1971. The newest that I have is a full box of factory ammo, don't know when it was purchased but the price tag is 10.95 and its a belted magnum. 
I don't know if or when it may be put into service again but the brass will get annealed before any of it is loaded again.
