I'm not an expert on paper patching but I have done some work with it.  The best paper found to date is velum.  It's the paper engineers use to draw their plans on.  You can usually buy it in tablet form at office supply shops.  Its really tough.  Cut the patch, soak in water until it curls up and lays flat again.  When you roll it on the bullet you really have to work at it to tear it and it shrinks up nice and tight.  I have lubed them with white lithium grease with teflon in spray form.  It worked great in an over sized 45-70 bore.

I have found any petroleum lubricant and black powder are a no no, can lead to a real gunked up fouling

Oh really?  Good that my rifle doesn't know that.  I've shot quite a few petroleum-based lubricants through various BP rifles with no ill effects - very weird indeed...  Paraffin, Vaseline, Ballistol, microwax,....  you name it.  My current lube has quite a bit of paraffin in it and no gunked up fouling at all.

I know it's an often repeated mantra, usually by those who haven't tried it  yet.
While there may be some petroleum-based products that will give issues in a BP rifle, by no means can this be generalised.  There's plenty of stuff that will work - and work well.
