The Maynard breech mechanism itself can be used to seat the bullet. A plugged case can be pushed with the thumb to seat the bullet most of the way - then close the breech to seat it the rest of the way.

I ordinarily employ that plugged case method on Maynards, but soldered this .32-35 case onto the end of an old screwdriver to make it a little easier to push that bullet all the way in. (Top of photo)

Sounds like your bullets are wrong for the rifle.  Maybe you need the correct bullet for your Maynard. 

All of my breech seaters have steel rods. The rods never come close to the lands. If you're pushing the bullet far enough for the rod to touch the lands you're seating the bullets to deep. About half way through the base band is a good place to start.  Tapered bullets seat a lot easier too. Unless your rifle is only accurate with deep seated bullets, but that's unlikely.

Makes no difference what the rods are made out of if they cannot touch the lands.

I prefer the better practice of not having steel rods in my bores or chambers.  All depends on one's sense of acceptability, I guess.

If that's what you want, then just do it. Take all your steel BSers to a repair type machine shop and have them duplicated. Repair shops do "one of's". It won't be cheap but, if your not on food stamps, you should be able to afford it.

There is really nothing to it. Lay down the cash and get what you want Smiley

I make my Maynard bullet-seating rods out of hardwood doweling - because I am lazy, impatient, cheap, and lack skills.  Smiley

Well, after considerable thinking......... high powered thinking, I will suggest you add a stud to the side of your Maynard barrel for a Schoyen style breech seater.  That's my educated suggestion. 
Seems to me to be the easiest solution to the problem and a solution that was likely used back in the day when Maynards were popular. There must have been one odd ball guy out there trying to use the wrong bullet in his Maynard.
