What is the burning rate compared to Accurate #9 ?

Years ago the original Accurate #9 was a surplus powder. It was dubbed #9S delineate it from what came next the Israeli made #9 that was slightly different but still excellent powder. Now it is made in some eastern european hell-hole by blending different size ball powders to achieve the same burn rate. 
  The old #9S and H108 were identical you couldn't tell them apart. My own theory is that both came out of the same train load and just went to two different powder houses.
