    Russ Weber suggested that I contact Tom for the purchase of a repro Ideal Breech Seater Tool.

As far as I know Tom now lives in Virginia unless he moved back to Tennessee. If you want an Ideal b.s. tool you need to talk to Bill Loos (585) 544-1027 he used to make them he was / is Tom's partner in the books. 
I have to tell you that the bullet/throat fit required for a push type seater pretty much the same size as the bullet. If I have been reading your posts correctly you are considering using a reduced capacity 32-40 case with the approximate capacity of the 32MS Short / 32X357 Dell. This tells me that you are using smokeless. For smokeless you are going to want to have .001 to .002 at the base of the bullet. I can tell you from experience that the energy required to seat a bullet like that is tiring. For smokeless loads you are going to be a lot better off with a seater form either Singleshot on this forum or Russ Weber. Both of their seaters will let you seat a variety of bullets with minimal effort.

The last time I talked to Tom about re publishing the British SS. And the New Winfer book. He said Until the economy turned around some things would be slim. When I talk to him again I will ask him and post the information. Whitey
