Okay, obviously I will not be changing twists. Am I correct to assume I must use a longer bullet to fall within the SG range? Can I reduce velocity to fall within the SG range?

Okay, my assumption is correct.  Here's the calculator I use/play with.

I have used it to get close to SG length for my picket molds. 
If you use my numbers but change the 1350 velocity to 1300. It gives a twist of 14.  Dont know why our two sources dont agree. When using my calculator I find I can use longer bullets than it recommends. So I use it for a base line only.  It's fun to play with but in actual use it has little value for me.  Wished I had exell. It would be fun to figure out why they dont jive.

download the openoffice as 4060 suggested - it has a complete excel-like spreadsheet and best of all - it is completely free!
It has just about everything MsOffice has, without having to pay for it...
