I only looked into this thread because I noticed that somebody had played the FUD card...and wondered why.
When one reads the document (as you recommend) he finds...
The U.N. document in question is named the "Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials"
According to Article 1, the following definitions shall apply:
1.
"Illicit manufacturing": the manufacture or
assembly of firearms,
ammunition, explosives, and other related materials:
a. from components or parts illicitly trafficked; or
b.
without a license from a competent governmental authority of the State Party where the manufacture or assembly takes place; or
c. without marking the firearms that require marking at the time of manufacturing.
Still in Article 1's list of definitions...
4.
"Ammunition": the complete round
or its components, including cartridge cases, primers, propellant powder,
bullets, or projectiles that are used in any firearm.
Reading the document as written, assembly of ammunition from individual components...without a government license...would be called 'illicit manufacture'. In addition, the same term could be applied to the act of casting bullets.
I will remind you that phrase (illicit manufacture) exists in the title of the document.
Having read it for you, do you now understand that reloading IS one of the activities this treaty could restrict?
Do you see how casting, or swaging cores into copper jackets, is considered 'manufacturing' even if there is no intent to sell the result?
You may be anti-political yourself, or apolitical (like irish66), but that's no reason to remain ignorant.
