There is nothing that gets my dander up more than uninformed people making rules on things. 
 There is a bud from GA that used to smelt lead for big companies and film companies.  
He did a study on the stuff to cover his health and others.  
The old white lead that was a derivative of lead used in paint was called "sugar of lead" why because it was 50x sweeter than sugar, so the flakes tasted good to kids, yes it caused brain damage to developing minds.  
The other old problem was leaded gasoline, the lead tetrawhatever used in gas was highly toxic, it was spewed out of every car in the world and it was a solid that layered on everything. 
Most damage was done at schools near hi ways where the solids settled on drinking fountains etc and was ingested, causing problems.  
Here is some very good info on lead we should all know and maybe even pass on to our law makers to give them some kind of a education on such matters, if they can read that is.
