ukranian soule sights?

I got an Ukranian soule tang site recently,and did manage to mount it correctly after a little fuss,no thanks to the directions,
but I still have a question,and though it may be answered if I just took the thing apart ,I really dont want to go there,so..

I cannot figure what keeps the adjustable "detent barrel"-
[the round peice that controls the staffs upright angle],
from turning with the staff when folded up and down?

Is this a friction thing? or just the way two nuts lock together on a thread?

you have to take the staff off the base and tighten the spanner nuts on both sides of the pivot. Then reassemble. Takes a couple of tries to get it right but it does hold.

How is the workmanship on your Ukranian sight? 

I'm just asking for info - I have never seen one.

Thanks,the workmanship is on par with say C.sharps standard verniers in their "production" format, if I had to rate it-would be 8/8.5,with MVA being a 10 just because the clicks are kinda clunky on the micrometer
windage,and the staff detent,tho positive,is still somewhat rough.
But the metalwork and finish is almost as good,or as good as in some places,as Riflesmiths or MVA`s.The vernier markings are well done.
Definately better than any of the spaghetti sights.
Elevation is locked by the Hadley eyecup,though mine needs a little thicker washer between the cup and staf,its bottoming out before tightening up on the staff.

I've bought some Russian scope's in the past and I thought they were of very good quality..

Yours has "clicks" on the micrometer windage? Mine does not.

"Clunks",not clicks, on every half turn about, the thread is maybe slightly out of round.
Real clicks on every line would be nice,like the Parsons mounts.
