what is this ruger  28in 45-70 gost ring not drilled for long scope but engraved like the centenial LYMAN.   THANKS BEN.

That IS a Lyman Centennial Ben! The position of the rear sight tells me it's mounted in the rear sight base holes. The front mount on a Centennial used the front dovetail to hold the scope base. 
Looks just like the one I owned.-Vall
